A 3PL (third-party logistics provider) for small business international shipping usually pays off once you ship 10 to 30 international orders a month. Below 10, packing orders yourself is cheaper. Past 30, your handling time and the gap between retail and discounted carrier rates cost more than a fulfillment partner does.

International orders arrive, and both of your options cost you something. It's either you turn them down, or spend the evening at the kitchen table filling out customs forms one package at a time.

What are the four costs that erode cross-border margin?

If you're pricing out cross-border ecommerce fulfillment, you'll usually compare a carrier quote against what you pay now. The honest answer involves four separate drains, and only one of them appears on an invoice.

Retail carrier rates

Without direct carrier negotiation, you pay retail, since carriers reserve their deepest discounts for high-volume accounts. That gap keeps growing. On January 18, 2026, USPS raised prices about 6.6% on Priority Mail and 7.8% on Ground Advantage.

Per-order handling time

Your own labor is the cost almost nobody prices. Divide the minutes spent packing, weighing, and labeling an order by 60, then multiply by the hourly rate of whoever does the work.

At five minutes per order and $15 to $20 an hour, that's $1.25 to $1.67 per package in labor alone, before customs questions, label printing, and trips to the post office.

Customs rework and refused shipments

Duty-free thresholds (de minimis limits) are closing worldwide. The United States suspended its $800 de minimis exemption on August 29, 2025. The European Union ended its €150 exemption on July 1, 2026, replacing it with a temporary €3 duty on each item category in a parcel.

More parcels now carry duties, and some get refused when the charge surprises the recipient. Every refusal costs you the product, the outbound shipping, and often the return leg on top.

Return logistics

About one in five online orders comes back. The National Retail Federation estimated that 19.3% of online sales would be returned in 2025. Each return carries a handling cost, plus a margin loss if the item can't resell at full price.

When should you switch from self-fulfillment to a 3PL?

With de minimis thresholds closing, shipping from inside the market matters more. Once your inventory sits in California or Oregon, each U.S. order ships as a domestic parcel. One commercial import clears customs a single time, and every order after that ships domestically.

Membership costs $99 per year or $12 per month. Your level depends on how many packages you ship in a month, and reaching a new level applies the discount automatically:

  • Standard (fewer than 10 shipments): $2.25 processing fee per package, no shipping discount.
  • Starter (10 to 29): $1.25 per package, 5% shipping discount.
  • Growth (30 to 49): $0.75 per package, 7% shipping discount.
  • Enterprise (50 or more): no processing fee, 10% shipping discount.

Every level includes free storage, returns management, and API access. Pick and pack fulfillment bills separately:

  • Shopify integration: $3 per item, including packaging materials.
  • Manual fulfillment: $2.25 per package, for goods that arrive ready to ship.
  • Shopify inventory setup: $15 per half hour.
  • Returns: $4 per package with one open-box photo, or $8 with a damage inspection and three detailed photos.

What happens in your first week?
